WHAT DOES THE ITALY’S NRRP CONTAIN FOR WHAT IT CONCERNS THE “WASTE” THEME?

One of the main pillars of the  National Recovery and Resiliency Plan (NRRP)  is the Environmental Transition toward which it will be allocated the 40% of the available funds: 59,33 billions euros.

The specific resources allocated to circular economy and sustainable agriculture will be 5,27 billions, of which 2,10 to the improvement of waste-cycle management and to the circular economy paradigm. The Plan’s section on circular economy projects the realization and modernization of waste disposal facilities with the objective of empowering the national waste disposal sector, with a particular attention toward Centre-South of Italy.

Moreover, particular attention is put over small-scale virtuous project (points 3 and 4 of the Circular Economy section):

  • To transform 19 little island in 100% sustainable and green;
  • To promote 30 Green Communities, that are rural and mountain communities considered as totally sustainable.

The Plan points to the efficiency increase of waste management within a circular and sustainable approach, but doing it by remaining in a too much generic national dimension, without entering too much in the implementation details, and most importantly without facing in a structural way the overproduction of waste in the urban and industrial, two recurrent issues of the city system. There is no relevant consideration of sustainability and circularity of the production modes, and necessary resources procurement linked to industrial activities. Often representing the grounding reason of the excessive waste production. The attention toward these aspects represents a core pillar within a sound strategy of circular economy.
