Update of last quarter's data: undifferentiated municipal waste delivered to the waste-to-energy plant

Quarterly data on waste delivered to the Turin waste-to-energy plant have been updated (TRM) on the webpage of the Città Metropolitana di Torino, by the Osservatorio Rifiuti Metropolitano.

The data relate to the last quarter of 2022 and examine the waste delivered to the Gerbido waste-to-energy plant, dividing it into special waste (RS) and undifferentiated municipal waste (RU). In addition, the latter are further subdivided on the basis of the territory of origin and the contributing entity:

  • RU coming from the public collection service on the territory of the Metropolitan City of Turin;
  • RU from the public collection service on the rest of the national territory;
  • "RU free market", i.e. undifferentiated municipal waste not coming from the public collection service;

With the consolidation of the latest data for 2022, it is possible to analyse the past year's activity as a whole, which is substantially different from previous years.

During these twelve months, the plant operated at full capacity: in fact, total deliveries amounted to 599,941 tonnes, an increase of 6% compared to 2021 (+ 38,942 tonnes).
A second fact of interest is the progressive decrease of RU from the CMTO area, which stood at 404,183 tonnes in 2022, a decrease of 3.7% compared to 2021 (- 15,578 tonnes). The reasons for this decrease are to be found in the improvement of separate waste collection in the metropolitan area and the consequent lower production of mixed waste, as already verified by the Annual Report on the State of the Waste Management System 2022.

Therefore, in order to explain the increase in waste conferred against the decrease in undifferentiated waste coming from the Torino metropolitan area, it is also necessary to observe the other categories of waste conferred at the TRM plant, for which an inverse trend to that shown for RU coming from the CMTO area was observed, leading to an increase in the quantities conferred.

In particular, it should be noted that a total of 49,006 tonnes of RU from outside the CMTO area was delivered, which increased by two orders of magnitude compared to 2021 (+ 48,686 tonnes): this is undifferentiated waste from households outside the metropolitan area, which in 2022 came mainly from the Piemonte area. At the same time, the quantity of special waste (from industrial activities located both within and outside the metropolitan area) grew from 140,628 tonnes in 2021 to 144,161 tonnes in 2022, an increase of 2.5%.

Lastly, it should be noted that, since the last half of this year, a new item has appeared among the waste-to-energy plant deliveries, namely RU from the free market. This is municipal waste that does not come from the public collection service, with a quantity of 2,591 tonnes. In fact, with the amendments to article 198 of the T.U.A. (Testo Unico Ambientale, D.Lgs. n. 152 of 2006) that took place with D.Lgs. n. 116 of 2022, non-domestic users can decide not to use the public collection service, even if they can prove that they have correctly entrusted their municipal waste to another entity for waste collection and disposal.
