The Directive establishes measures to protect the environment and human health by preventing or reducing the negative impacts of production and waste management, reducing the overall impacts of resource use and improving its effectiveness. - Directorial Decree of the Ministry of the Environment 7 October 2013

- Circular economy
The Package, approved in May 2018, includes four Directives whose main objective is to help citizens produce less waste and, when this is not possible, to substantially increase the recycling of urban waste and packaging waste. The package provides for the gradual reduction of the use of landfills; it also strengthens the "Waste Hierarchy", requiring Member States to adopt specific measures that give priority to prevention, re-use and recycling with respect to landfill disposal and incineration, thus making the circular economy a reality.
