EWWR 2023 – Webinar “PACKAGING: What Public Administrations can do?”

On Tuesday, July the 4th of 2023, it was held in live streaming on Facebook, Youtube and LinkedIn the first Webinar organized by AICA (Associazione Internazionale Comunicazione Ambientale / International Association for Environmental Communication) ahead of the Euroepan Week for Waste Reduction (EWWR) 2023.

EWWR is the only campaign in Italy in charge of raising awareness on environmental issues of waste reduction, but also on reuse and recycling. This event, now in its fifteenth edition, takes place simultaneously in all European countries during the month of november, and this year between 18 to 26 of November.

 

This year, the spot is the theme of packaging: how to reduce their impact on the environment?

 

This call to action is addressed to citizens, schools, public administrations, associations and companies, in order to sensitize, increase awareness and involve everyone around the central themes of this campaign.

 

During the Webinar, it was explored the role Public Administrations will have in the campaign, in order to give some idea to organize concrete actions. After the initial greetings of AICA president, Emanuela Rosio, two members of the Italian Promoting Committee for the Public Administrations category attended the event: Regione Sicilia and Città Metropolitana di Torino. Both institutions pointed out the need to engage in a transition to a more sustainable consumption model. To this end, a strong emphasis has been placed on the centrality and necessity of communication and awareness actions: this is why the EWWR represents a very important opportunity.

The commitment to reduce and to adopt sustainable management for packaging is also at the heart of the actions promoted by Consorzio Nazionale Imballaggi (CONAI, tr. National Packaging Consortium). 
Fiorella Perrucci, an expert at the CONAI Centre for Studies on the Circular Economy, illustrated in particular how packaging recycling starts from ecodesign, so with the design of sustainable and easily recyclable packaging.
It was also presented the work of the Observatory about local prevention initiatives in Italy, that monitors every year the actions taken by local institutions to reduce waste production. The informations are available in the study published on platform differENTI
It is also pointed out that local institutions can directly report their prevention actions through the section "Contact us" of the site, thus contributing to enrich the database of the Observatory and sharing virtuous experiences with other institutions and beyond.

The issue of waste prevention is also central in public procurement of Public Administrations. The Public Administration in the purchases of goods and services phase, above all in the plan of action of the Green Public Procurement, so the green purchases from the PA, have to respect the Environmental Minimum Criteria (Criteri Minimi Ambientali, CAM). ASSOAMBIENTE has analyzed in particular the objectives of reduction of the waste considered in these criteria and the reward points deriving from the calls for tenders or purchase through the decree of 23rd June 2022.

The webinar ended with the intervention of the University of Pavia, finalist and winner of EWWR 2022 and 2021 in the public administration category, with two editions of SERRiously sustainable. The enthusiasm and commitment of this prestigious organization wants to be a concrete example and an incentive to encourage more and more subjects to take part to the initiative.

 

The sharing of good practices and the union of voices and actions of different actors allow to focus more and more on the issues of waste reduction and its proper management, with the aim of promoting the implementation of integrated and long-term projects for the development of sustainable solutions.
