Piedmont waste authority (AR-PIEMONTE) is born

On 4/09/2023, a new body,  the Piedmont Waste Authority (AR-Piemonte), was formally established, which will become a point of reference for the management and 'start-up for treatment of certain categories of municipal waste.

In the Piedmont Region, an important transformation has come to fruition. 


On Monday, September 4, the Piedmonte Waste Authority (AR-Piemonte), the Regional Area Conference for Waste Management, was formed. This body is the result of the signing of a Convention by all stakeholders, including the Consorzi di Area Vasta (CAV) for waste management, the Metropolitan City of Turin and the Piedmont Provinces.

The AR-Piemonte represents the final step in the completion of the regional governance reform for integrated waste management, which began in 2018. The regional reform revised the territorial organization of the urban garbage service and more generally of the integrated waste management service. 


With the birth of the AR-Piemonte, the former Ambiti Territoriali Ottimali (ATOs) that were responsible for the management of the initiation of treatment and recovery of undifferentiated waste are abolished, and their functions centralized at the regional level. In addition, the CAVs hand over to the new entity the task of managing the processing of organic and bulky waste.


 The new entity consists of:
    a. The CAV or aggregations of municipalities, defined by the Region on the basis of territorial homogeneity;
    b. The Provinces of Alessandria, Asti, Biella, Cuneo, Novara, Vercelli, Verbano Cusio Ossola and the Metropolitan City of Turin.


The distribution of shares among these entities is based on several parameters, including resident population, territorial extension, and results related to the production and separate collection of municipal waste. Seventy-six percent of the shares are allocated to the CAV while the remaining 24 percent of the shares are allocated to the Provinces and the Metropolitan City. 


What are the main functions of the Regional Area Conference? 

  •     Approval of the regional scope plan, in line with regional objectives. The scope plan defines the management of undifferentiated, organic and bulky waste, as well as the research and construction of facilities for their recycling and recovery;
  •     The approval of the financial plan and the determination of the cost of services;
  •     The definition of the organizational model and forms of service management;
  •     The provision of uniform guidelines to wide area consortia for collection management;
  •     The creation of guidelines for the control of investee companies by wide area consortia.
     

AR-Piemonte will be fully operational as of January 2024.


The Territorial Area Conference constitutes a fundamental element in the organization of the integrated municipal waste management service, according to criteria of maximum environmental protection, effectiveness, efficiency, cost-effectiveness and transparency.
